Maalintii shalay ahayd, 29th May 2016, waxa lagu xidhay Xarunta Dembi Baadhista ee Hargeysa (CID-da) Cabdirashiid Cabdiwahaab Ibraahim oo ah gudoomiyaha wargeyska madaxa banaan ee Foore.
Xarunta Xuquuqal Insaanku waxaay ugu baaqaysaa masuuliyiinta Somaliland inay shuruud la’aan xoriyadiisa ugu soo celiyaan Cabdirashiid.
Xadhiga Cabdirashiid wuxuu ka danbeeyey kadib markii wargeyska Foore uu qoray qodobo ku saabsan heshiiskii dhowaan dhex maray Dawladda Somaliland iyo shirkadda DP World. Heshiiskaas oo ku saabsanaan maamulka dekedda Berbera. Warka wargeysku qoray wuxuu sheegayaa in 15% ka mid ah saamiga ay Somaliland ku leedahay heshiiska ay yeelan doonaan qoyska madaxwaynuhu. Xarunta Xuquuqal Insaanku ma caddayn karto sheegashadaas.
Qodobka 32(3) ee dastuurka Somaliland wuxuu dhigayaa “Saxaafadda iyo warbaahinta kale waxay ka mid yihiin xorriyaadka asaasiga ah ee ra’yi- dhiibashada, waxayna leeyihiin madax-bannaanidooda; way reebban tahay tallaabo kasta oo Iagu cabudhinayo…”

28kii May waxa la sii daayay sadex suxufi oo ugu xidhnaa magaalada Berbera inay sii daayeen hadalka xildhibaan ka tirsan Golaha Deegaanka Berbera. Xildhibaankaas oo shaki ka muujiyay heshiis dhex maray dawladda Somaliland iyo shirakdda DP World.

Somaliland: Foore newspaper journalist in detention
On 29th May 2016, Abdirashid Abdiwahaab Ibraahim, chairman of the independent Foore newspaper, was taken into custody in the Criminal Investigation Department (CID) in Hargeisa.
Human Rights Centre calls on Somaliland authorities to immediately and unconditionally release Abdirashid.
The detention of Abdirashid followed after Foore newspaper run news articles about recent agreement between the Somaliland government and DP World, a company based in United Arab Emirates, on Berbera port management. The newspaper articles allegedly stated that the family of Somaliland president will have 15% share of a company that will be established to manage the port. Human Rights Centre cannot confirm the allegations of the newspaper.
Article 32 (3) of the Somaliland constitution states that “the press and other media are part of the fundamental freedoms of expression and are independent. All acts to subjugate them are prohibited…”
In another case, the trial of Cabdirashid Nuur Wacays, chairman of the suspended Hubsad newspaper, and Siciid Khadar, editor-in-chief of Hubsad, started today in Hargeisa Regional Court. The journalists are charged of (1) Publication or Circulation of False, Exaggerated or Tendentious News Capable of Disturbing Public Order, (2). Unauthorized or Prohibited Business Agencies and Public Trading Concerns. The journalists denied the accusations.
On 28th May 2016, three journalists arrested in Berbera for giving coverage to a member of Berbera local government council who expressed skepticism on the agreement were released.
Human Rights Centre calls on the government of Somaliland to immediately release the journalist, and to drop the criminal charges against Hubsad journalists.
